接軌國際減汞趨勢!115年7月1日起實施公告修正「限制乾電池製造、輸入及販賣」事項

為接軌國際汞管理趨勢,並持續降低重金屬對環境之影響,環境部115年6月30日公告修正「限制乾電池製造、輸入及販賣」部分公告事項及附表一,新增將鈕扣型鋅空氣電池納入管理範圍及加嚴鈕扣型電池汞含量限值規定,並自115年7月1日起實施,以落實源頭減量及環境保護目標。

環境部資源循環署表示,聯合國「汞水俣公約」已逐步限制含汞產品之製造與流通,我國亦持續檢討相關管理制度。本次修正重點之一為新增鈕扣型鋅空氣電池納入管制範圍。鈕扣型鋅空氣電池廣泛應用於助聽器等產品,過去未納入本公告指定電池管理範圍,本次修正後將與其他鈕扣型電池一併納入管理,以符合國際管制趨勢。此外,本次同步加嚴鈕扣型電池重金屬含量標準。現行鈕扣型電池汞含量限值為5ppm,自115年7月1日起,將調整為汞含量不得超過1ppm,並維持鎘含量不得超過20ppm之規定,使鈕扣型電池與非鈕扣型電池適用一致的汞含量管制標準。

循環署說明,針對國內製造、輸入指定電池或附有指定電池物品之業者,115年6月30日前已申請取得之鈕扣型電池汞含量確認文件,自115年7月1日起將失去效力。然而,若原核准文件之汞含量已符合新制(小於或等於1ppm)之規定者,則不受此限,得依原核可之有效期限繼續使用;另,考量業者產品轉換及市場銜接需求,已訂定相關過渡措施,115年6月30日前已合法製造或輸入之鈕扣型電池,或附有鈕扣型電池之物品,在115年7月1日後仍可繼續合法販賣。

循環署強調,淘汰高含汞電池是全球共識,期望透過本次法規修正,進一步從源頭減少重金屬污染。呼籲產業界與民眾共同配合新制,攜手邁向無毒、永續的綠色家園!

Aligning with Global Mercury Reduction Trends: Amendment to the "Restrictions on the Manufacture, Import, and Sale of Dry Cell Batteries" Promulgated to Take Effect on July 1, 2026

To align with international mercury management trends and continuously mitigate the environmental impacts of heavy metals, the Ministry of Environment has officially promulgated amendments to certain provisions and Attached Table 1 of the "Restrictions on the Manufacture, Import, and Sale of Dry Cell Batteries." The revision introduces button cell zinc-air batteries into the regulatory scope and tightens the mercury content restrictions for button cell batteries. These new measures will be implemented on July 1, 2026, to realize the goals of source reduction and environmental protection.

The Ministry of Environment stated that the United Nations Minamata Convention on Mercury has progressively restricted the manufacture and circulation of mercury-containing products, and Taiwan has continuously reviewed its relevant regulatory frameworks accordingly. A primary focus of this amendment is the inclusion of button cell zinc-air batteries under environmental regulations. Button cell zinc-air batteries are widely utilized in products such as hearing aids. Previously exempt from the regulatory scope of designated batteries, under this announcement, they will now be managed alongside other button cell batteries to align with international regulatory trends. Furthermore, the heavy metal standards for button cell batteries have also been tightened. The current mercury limit for button cell batteries is 5 ppm; effective July 1, 2026, this threshold will be lowered to no more than 1 ppm, while the cadmium limit will remain at no more than 20 ppm. This ensures that button cell batteries are subject to the exact same stringent mercury management standards as non-button type batteries.

The Ministry of Environment stated that, for domestic manufacturers and importers of designated batteries or goods accompanied with designated batteries, any mercury content confirmation documents for button cell batteries obtained before June 30, 2026, shall become void on July 1, 2026. However, if the mercury content approved under the original document already meets the new standard (less than or equal to 1 ppm), it may continue to be used until its original expiration date. Additionally, considering the requirements for product transition and market continuity, appropriate transitional measures have been established. Button cell batteries, or goods accompanied with button cell batteries, that are legally manufactured or imported prior to June 30, 2026, may still continue to be legally sold in the market after July 1, 2026.

The Resource Circulation Administration of the Ministry of Environment emphasized that phasing out batteries with high mercury content aligns with a global consensus. Through this regulatory amendment, the government aims to further eliminate heavy metal pollution right from the source. The Administration calls upon industry and the general public to actively comply with the new regulations to build a non-toxic, sustainable, and green homeland together!
