為配合聯合國《汞水俣公約》國際管制趨勢,並加強國內汞污染防治管理,環境部於115年6月22日公告修正「限制含汞產品輸入」,除原已禁止輸入之含汞產品外,本次修正擴大禁止輸入含汞產品及電子量測儀器項目,自115年7月1日起分階段陸續生效,完善我國含汞產品之源頭管理。
環境部指出,汞(俗稱水銀)及其化合物具有不易分解及生物濃縮性,一旦進入環境,可能透過食物鏈累積並對人體大腦、神經系統及器官造成長期損害。為維護環境安全及民眾健康,本部遵循《汞水俣公約》議定進程,逐步縮減含汞產品之使用。本次修正重點自 115年7月1日起新增禁止輸入汞真空泵、輪胎平衡器、太空載具推進劑等8類含汞產品及熔體壓力轉換器等3項電子測量儀器,並規劃於 116年及117年分階段禁限緊密型螢光燈與三基色螢光粉燈具;同步強化例外用途管理,以接軌國際管制方向並落實源頭減量。
環境部表示,考量業者需時間因應本次新增之管理規定,提供業者相應的緩衝期,給予產業調適空間。透過本次修法落實源頭減量,有效降低汞物質流入環境對人體與生態造成的危害風險。

Ministry of Environment Announces Amendments to " General Explanation for the Restrictions on the Importing of Mercury-Added Products":Expanding Source Control to Align with International Conventions
To align with the international control trends of the United Nations' Minamata Convention on Mercury and to strengthen the management of domestic mercury pollution prevention, the Ministry of Environment (MOENV) announced amendments to the " General Explanation for the Restrictions on the Importing of Mercury-Added Products " on June 22, 2026. In addition to the mercury-added products already banned from import, this amendment expands the scope to prohibit the import of additional mercury-added products and electronic measuring instruments. These restrictions will take effect in phases starting from July 1, 2026, to fully enhance the management of mercury-containing products at their source.
The Ministry of Environment pointed out that mercury and its compounds are persistent and bioaccumulative. Once they enter the environment, they can accumulate through the food chain and cause long-term damage to the human brain, nervous system, and organs. To safeguard environmental safety and public health, the MOENV has been following the progression agreed upon in the Minamata Convention on Mercury to gradually reduce the use of mercury-added products. Key points of this amendment include a new ban, effective July 1, 2026, on the import of 8 categories of mercury-added products—such as mercury vacuum pumps, wheel balance weights , and spacecraft—as well as 3 types of electronic measuring instruments, including melt pressure transducers. Furthermore, plans have been made to phase out and restrict compact fluorescent lamps (CFLs) and triband phosphor lamps in 2027 and 2028. Management of exceptional uses will also be simultaneously reinforced to align with international regulatory trends and achieve source reduction.
The Ministry of Environment stated that considering the time businesses need to adapt to these new regulatory requirements, a buffer period has been provided to allow industry to make adjustments. Through this regulatory amendment, source reduction can be implemented to effectively lower the environmental and ecological hazard risks posed by mercury substances entering the environment.
